The role

The LGA represents 355 local authorities in England and Wales. Our Sector Support Programme works with councils through a number of programmes including our climate change response, economic growth, digital, behavioural insights and procurement activities.

Councils across the country have declared a climate emergency and are very busy creating and implementing their climate action plans. An Adviser is required to work on the Climate Change Support Programme within the LGA’s Productivity Team. Alongside and in addition to the climate work, they may also be required to work on other programmes in the Productivity Team.

The LGA’s Productivity Programme is an integrated portfolio of projects designed to help local authorities individually and collectively to make best use of resources and build capability and capacity during a period of changing public services. As we encourage flexible working at the LGA, we are happy to discuss the option of a home-based contract. The salary for a home-based worker is from £42,821 pa or office-based from £46,533 pa (including London Weighting). The office-based working will be in line with our transitional flexible working policy as we begin to go back into the office again following COVID-19.


The requirements

You will have knowledge and experience of working in or for local government and the ability to engage effectively with councils, central government, wider partners and suppliers at different levels. An ability to communicate with key stakeholders, including at a senior level, is crucial.  

The role is to join our team working on the Climate Change Sector Support Programme. The Programme helps councils and residents to reach their local carbon reduction and adaptation targets.  The work also involves helping to raise the profile of climate change amongst senior managers and elected members in councils. 

Your core responsibilities will be to help us devise and implement programmes of support for councils to enable them to improve services. You will also capture and mainstream existing good practice to enable other councils to apply this to their work. This involves regular communication with councils and other partners, as well as keeping pace with and managing different parts of a fast paced programme.

A good understanding of local government and the context councils operate in is essential. Specifically, knowledge about climate change in relation to councils will be paramount.

The person we offer this role to will be a self-starter who can quickly come to grips with this expanding programme of work as well as bringing initiative and ideas to the table as the work progresses and councils’ support needs evolve. An interest in the impact that councils can have on the green agenda, and the growing opportunities, as well as the risks would be beneficial. 

The successful applicant will be a team player with experience of applying project management approaches. They will have an understanding and interest in the issues involved in delivering a local response to one of society’s biggest challenges. This role will be of particular interest to anyone with direct experience of working on improvement programmes in the public sector. An ability to work quickly, to be organised, and to problem solve at pace are also important.
