Talent Management Lead

HMRC is seeking an experienced Talent Management Lead to support the design, definition and delivery of a clear, consistent and scalable talent management approach.

This role will lead the scoping, design and implementation of an enterprise-wide talent management approach, including talent identification, career conversations and data capture, bringing this together into an end-to-end service offer. This work will enable HMRC to identify, nurture and develop sustainable pipelines of future leadership potential.

Working in close collaboration with HR, senior stakeholders and delivery teams, the postholder will provide strategic expertise and hands‑on leadership to translate policy intent into practical, operational solutions.

Key Responsibilities

  • Lead the design and implementation of HMRC’s talent management approach, defining principles, scope, governance and rollout planning.
  • Design and implement objective approaches to talent identification, including frameworks for assessing potential and readiness – ensuring transparency, diversity and inclusion is embedded into the process.
  • Develop tools, frameworks and guidance to embed career conversations as a core mechanism for talent development and mobility.
  • Define the end-to-end service offer for Talent Management, including clarity on purpose, ownership, processes and user experience.
  • Produce delivery roadmaps, implementation plans and supporting materials to enable successful rollout and adoption across business areas.
  • Develop a clear and sustainable Talent Data Capture framework, ensuring talent information is meaningful, consistent and supports workforce and succession planning.
  • Work with senior stakeholders to align talent initiatives with organisational priorities and ensure a joined‑up approach across HR and the wider organisation.
  • Provide subject‑matter expertise and advice on best practice talent management, ensuring solutions are evidence‑based and practically deliverable.
  • Identify risks, dependencies and constraints, proposing mitigations to support successful delivery.
  • Support engagement, communications and change activity to embed new approaches and encourage consistent take‑up across the organisation.
