About us
Established in 2013, the One Public Estate programme is a cross public sector and cross Government partnership between the Cabinet Office, the Local Government Association (LGA) and the Ministry of Housing, Communities and Local Government (MHCLG). Our joint aim is to bring public sector bodies together, to create better places by using public assets more efficiently. This drives financial benefits for partners whilst also releasing land for housing, generating local economic growth and supporting the delivery of joined up customer focused public services.
The OPE programme provides practical, technical and financial support to achieve these aims, and now works with 327 English councils in 78 partnerships, delivering land and property projects across the public sector that are transforming local communities.
In addition to One Public Estate the programme also delivers the Land Release Fund, a capital programme which enables local authorities to bring surplus council owned land forward for housing development.
Alongside administering a large programme comprised of several funding rounds, OPE is actively developing its approach and planning for future funding phases.

The role
You’ll be coming into an established programme, and partnership: we’ve worked closely with our Cabinet Office colleagues for six years now. Although this post will be working in the LGA, our strategy is jointly agreed; our Regional Managers work together in pairs; and our team structures are intertwined. You’ll find a Cabinet Office team who are open minded about change; flexible in the way we operate our rules; and relentlessly focussed on delivering better services, and better outcomes for people locally.
NB. The LGA are based in Westminster, but we expect our OPE team to spend more time working from home in the future. Regular travel to London would be expected.
About you
As one of the LGA’s 5 OPE Programme Advisers you will be working with and representing the local government sector to help deliver the OPE programme objectives: you will work well as part of a team, have good programme management skills, and an analytical mindset. We are looking for a candidate who is a confident communicator, able to adapt to a quickly changing environment, and to think creatively. You’ll likely have a background working for or with local or central government, and a continuous improvement mentality.
