The roles

As key members of the Care and Health Improvement Team, these advisers will bring their skills, knowledge and recent operational experience in health or local government to work on a range of high-profile national projects which support councils and their health partners to integrate and improve local care and health services.

Advisers design and organise sector-led improvement support to councils and NHS partners via local, regional and national programmes. These roles will work across a range of programmes which include delivering support to:
•    strengthen the leadership and delivery arrangements across integrated care systems (ICSs), place-based partnerships and health and wellbeing boards
•    implement integrated, person-centred, community provision which helps to keep people well and independent at home
•    reduce stays in hospital and implement Home First and Discharge to Assess policies
•    enhance political members’ role and leadership across health and care

The roles include being able to engage directly with partner organisations such as ADASS or NHS Confederation, regional groups and councils, and offer advice and support where required. 

You will also be working alongside and influencing national partners such as the Department of Health and Social Care, the Ministry of Housing, Communities and Local Government, and NHS bodies through national fora and programmes such as around ICS development, and the Better Care Fund, Personalised Care and Integrated Care programmes. This includes identifying and sharing best practice and ensuring the voice of local government is heard in national discussions.

You will be expected to be flexible in working across these priority areas as this fast-moving agenda develops, including around the upcoming Health and Social Care Bill, publication of reform proposals for adult social care, and ongoing implementation of the NHS Long Term Plan. The requirements

You will bring the understanding, experience and drive necessary to begin making a positive impact from day one. Experience of commissioning, improvement or policy work and/or operational management in adult social care and/or health is essential as well as the ability to produce briefings and to contribute to the design and delivery of support products. 

Recent experience dealing with responses to COVID-19 would be advantageous. Partnership working and a flair for managing a large workload will be keys to your success, and you will have exceptional relationship building and influencing skills. With strong knowledge of health, care and local government, you will bring the expertise to support sector-led improvement across health and social care.
