At Surrey, we are undertaking significant fast-paced improvement across the council. Tim Oliver (Leader) and Joanna Killian (Chief Executive) have emphasised a clear strategic direction as key to the council's improvement journey. In order to achieve this we have embarked upon a massive transformation programme which consists of a number of key projects that are critical to the future success and financial stability of the council. The role of Strategic Lead – Policy and Strategy will play an important part in the council's ongoing transformation. Working as part of the strategy team at the heart of the council and with likeminded colleagues, you will help to drive our future direction. This will include overseeing an integrated strategic planning framework, driving forward work to support the council to become more outcomes-focussed and developing the council's policy in varied areas like devolution and equality, diversity and inclusion.

In this role, you will be required to deliver and implement evidence-led policies and strategies that provide value for money and improve outcomes for residents. You will support the delivery of priority programmes for the council by developing and managing complex internal and external stakeholder relationships as well as planning and managing a range of activities to help seed, accelerate and embed change.

You will need to demonstrate an ability to work at pace, be innovative and have a genuine interest in making a difference and a real change for the people of Surrey. You'll have the ability to work collaboratively with a broad range of stakeholders and the confidence to challenge the status quo. You will have excellent written and verbal communication skills, with the ability to analyse data to present complex information and recommendations in a clear manner to a range of audiences. You'll have a successful track record of developing and delivering high profile, high impact strategies and policies, as well as an understanding of the key issues facing local government, the wider public sector and partners. You'll also have a proven ability to inspire and motivate others.

To be considered for this position your application will clearly evidence:

  • Experience of developing and delivering evidence-led high profile/high risk/high impact strategies and policies
  • Experience of leading strategic planning processes in the public sector
  • Experience of managing stakeholders, influencing and negotiating in complex, political environments
  • An understanding of the key strategic issues facing local government, the wider public sector and partners
  • Excellent verbal and written communication skills with an ability to turn complex concepts into simple solutions
