The role
This is an opportunity to be part of the Commissioning and Markets workstream, which Is part of the Care and Health Improvement Programme (CHIP) jointly delivered by the Local Government Association (LGA) and Association of Directors Adult Social Services (ADASS).
This workstream supports councils in their commissioning, market shaping and market management of adult social care and support. The role has two key elements, both requiring the postholder to use their extensive knowledge and experience of the adult social care sector and council commissioning practice. These are:
- To work directly with specific councils to put in place additional support and expertise – Where a council seeks support from CHIP, the postholder will be required to work with that council to understand their circumstances and needs and put in place support that will be of most value to them. This support may be provided by the postholder or CHIP colleagues and / or the postholder may work with the council to commission external expertise.
- To work with CHIP, regional and council colleagues to develop and implement support for all councils – Aside from direct support to specific councils, CHIP also develops ‘universal support‘ that can be accessed by all councils. The postholder will be required to work with colleagues across local government to identify what support is of most use and then develop and implement that support. An example of this support is a cost of care tool for home care that will be available to all councils in Autumn 2021.
This role will be home based and involves working with councils across England. In the last 18 months this has all been done remotely, however, it is possible that the postholder will be asked to undertake some travel within England. If this is needed, it will be exceptional and in line with the LGA policy and practice in relation to Covid-19.
The requirements
Applicants should have a wide-ranging knowledge of the adult social care sector and thorough knowledge of council commissioning practice. Ideally, applicants will have undertaken adult social care commissioning roles, or similar, or have knowledge of what this role entails.
You must have the right to work in the UK, the LGA are unfortunately unable to offer sponsorship visas. Evidence for the right to work in the UK will be requested at the interview stage.
