The role
For most local authorities, nothing is more important at the moment than building their capacity to make savings or generate income that will allow them to maintain and improve services to citizens. The Productivity Programme is an integrated programme of projects designed to help local authorities individually and collectively to make best use of resources during a period of changing public services. Role specific requirements
You will have a broad understanding of local and/or central government and how they work, particularly in relation to procurement and commissioning.  You will understand procurement tendering, contracting and legal processes in order to gain confidence of key stakeholders and be able to provide effective challenge in identifying risks
 
Initially the role covers working with members of our National Advisory Group for local government procurement, and procurement officers across the sector to: 
 
Lead on work relating to encouraging innovation in local government procurement, identifying and sharing innovative practices, goods and services.
Manage our construction work stream, taking forward policy initiatives in relation to procurement of construction related projects, and developing/organising a national annual conference
Oversee the work on procurement and commissioning skills, identifying gaps and developing/promoting programmes to plug these gaps 
 
Provide research and analysis on local government markets and key suppliers, supporting the work of a number of strategic supplier relationship specialists who will lead on the relationships and liaising with councils on performance management issues where this is required
 
The ideal applicant will be a self-starter with an understanding of the wider context including what councils are doing in relation to strategic procurement and commissioning. The successful applicant will be a team player with experience of project management approaches and research and an understanding and interest in the issues involved in this area.
