Portsmouth Water are looking for an EICA & Commissioning Engineer to support the consistent delivery of efficient engineering solutions across the full project lifecycle. This role oversees end-to-end commissioning, ensuring compliance with safety, regulatory, and environmental standards, and that projects are fully operational and fit for purpose. The successful candidate will provide technical input across feasibility and optioneering studies, design reviews, construction activities audits, and commissioning including handovers, while also acting as the contract supervisor for assigned projects. You’ll work closely with cross-functional teams to ensure reliable and compliant water service delivery.



What will you be doing?
Key Responsibilities

  • Work collaboratively with others to develop and fully document a robust E2E commissioning process.
  • Lead the E2E commissioning process for assigned projects, throughout the entire project lifecycle.
  • Provide technical EICA & Commissioning expertise on complex projects, ensuring that all designs, specifications, and construction practices meet the highest standards of safety, quality, operability and efficiency.
  • Lead the E2E commissioning of engineering projects, including water treatment plants, pumping stations, pipelines, and network infrastructure.
  • Ensure projects are delivered on time, within scope, and within budget.
  • Identify, report, and manage where appropriate risks associated with engineering projects, including technical, operational, and environmental risks.
  • Support the development of mitigation strategies to address potential issues and ensure project delivery success.
  • Regularly review the EICA & Commissioning process and documentation suite, implement best practices, and adopt new techniques and tools to enhance operational efficiency and project outcomes.
  • Support continuous challenge to asset standards, engineering specifications, designs, processes, system and asset integration and the formation of EICA & Commissioning guidance.
  • Ensure consistent application of best practice and the approved Commissioning process including documentation across the capital programme.
  • Working collaboratively with the assigned Project Managers, providing technical/engineering subject matter expertise as required.

What do you need?
Skills, Qualifications & Competencies

  • Proven experience in end-to-end commissioning of multidisciplinary engineering solutions within utilities, power, or transportation sectors.
  • Proven experience in the creation and continual development of commissioning processes and documentation.
  • Expert understanding of control systems and asset integration
  • Comprehensive understanding of system integration software and network architecture/communications
  • Proven experience of delivering to time, budget and required quality
  • Experience of presenting complex and technical information to all levels of an organisation to obtain essential stakeholder buy-in
  • Experience of proactively managing and mitigating risk
  • Strategic thinking and problem-solving abilities to navigate complex challenges effectively
  • Extensive knowledge of engineering technologies, system requirements, technical standards and understanding of latest developments in digital engineering technology and technical assurance
  • A HND or Degree in an engineering discipline and a recognised apprenticeship in a relevant field within water, utility or similar industry, or equivalent experience and qualifications.
