Portsmouth Water are delighted to have an opening for a Billing and Revenue Assurance Lead to help shape the future of our billing operations. Joining our Debt Management team, you'll play a key role in ensuring our customers receive accurate and timely bills, while providing the insight, assurance and controls needed to support a modern, data-driven billing environment. Working across the business, you'll help drive performance, identify opportunities for improvement, and ensure our billing processes continue to deliver a great customer experience throughout this exciting period of change.
What will you be doing?
Key Responsibilities
- Own billing assurance and performance, maintaining effective controls, KPIs, and governance to ensure timely, accurate billing, tariff application, agreement management, and appropriate delegation of authority.
- Monitor billing health across the portfolio, proactively identifying and resolving late bills, aged unbilled accounts, billing gaps, held bills, meter reading exceptions, and revenue assurance risks.
- Drive billing accuracy and data quality, ensuring robust processes around meter readings, customer data validation, tariff changes, billed volumes, and consumption reporting, while escalating risks and control weaknesses where required.
- Provide billing assurance support for smart meter rollout activities, assessing operational and customer impacts, managing increased billing-related activity, and working collaboratively across teams to adapt processes to evolving smart data flows.
- Develop and enhance management information, reporting, and insight capability, using billing performance data to identify trends, quantify risks, support revenue assurance activities, and inform decision-making.
- Work closely with Finance, Customer Services, Product, Wholesale, third-party partners, and analysts to maintain end-to-end billing integrity, resolve complex issues, and ensure clear accountability for actions and outcomes.
- Act as a key contact for billing-related audits, regulatory reviews, and assurance activities, including oversight of non-household billing controls and market settlement impacts where applicable.
What do you need?
Skills, Qualifications & Competencies
Essential
- Proven experience in billing, revenue assurance, or financial controls, ideally within utilities or regulated industries.
- Strong understanding of billing systems (experience with Kraken is highly desirable).
- Good understanding of tariff structures, billing agreements, consumption data, and revenue assurance controls.
- Analytical mindset with experience in developing KPIs and performance dashboards.
- Excellent stakeholder management and communication skills
- Experience managing data quality and operational controls.
Desirable
- Experience supporting smart meter rollouts or similar digital transitions.
- Familiarity with regulatory requirements around billing and customer communications.
- Experience working with a consumer customer base, including understanding of customer expectations, communication needs, and billing sensitivities.
If you are successful for the role, you will be required to undergo Baseline Personnel Security Standard (BPSS) pre-employment checks that will include a basic disclosure check. Depending on the role, you may also be required to go through the national security vetting process for either a CTC or SC clearance check. Any offer of employment is conditional upon completion and receipt of satisfactory checks.
