We have an exciting opportunity for a Bid Manager to join our Local Authority Team.  We are looking for individuals who are commercially focussed, having experience of working at a strategic level to lead the development of win strategy.  The position reports to the National LA Sales Manager and has 1 direct report.

The role is to deliver the full bid management process for all new opportunities, with existing and prospective clients; providing a tailored response and producing high quality tender documents, that fully deliver to requirements. The Bid Manager will develop our tender strategy, supporting the sales team in its execution, alongside the Sales Manager.

Ideal candidates will have excellent written English skills, with the ability to create concise, accurate and persuasive responses, with excellent attending to detail in proofreading, and editing; ensuring grammatical correctness and compliance. You will have strong project management skills; having the ability to work to conflicting deadlines, being able to analyse data and draw practical conclusions to input into bid requirements.


  • Accountability for the successful delivery of all public sector (local authority) tenders, pre-qualification questionnaires, and market engagement exercises for the division
  • Manage and maintain bid framework for the division
  • Planning, researching and writing all proposal narrative responses  
  • Liaise with subject-matter experts to create new and compelling content to enhance the value proposition
  • Manage multiple bids simultaneously, ensuring quality standards, and customer deadlines are met
  • Gather contract performance evidence and identify areas for improvement
  • Maintain a robust and comprehensive contracts pipeline
  • Conduct comprehensive data gathering, analysis and reporting on a range of factors across all key accounts
  • Implement, maintain and develop comprehensive tender response library
  • Reporting on win rates and tender scores
  • Maintain awareness of all legal requirements
  • Work with senior stakeholders across the business
  • Manage diverse workstreams involved in the tender process
  • Coach and train Bid Executive to produce high-quality tender
  • Coach other team members to improve overall contribution and achievement
  • Conduct business development and market research activities
  • Support contract managers, sales consultants, and branches with any collateral or information requirements they may have
  • Support Sales Administrator in completion of contractor questionnaires
  • Facilitate the signing of new contracts between customer and contract management team
  • Attend customer meetings where required
  • Contribute to marketing activity



  • Minimum 3-5 years’ experience in bidding
  • Ideally educated to degree level in an English related subject
  • APMP Foundation level certification or willingness to achieve
