DIRECTOR OF ENVIRONMENT & REGENERATION
Salary Grade: Chief Officer Grade SCP 64 – 68 (£97,026 - £107,647)
Douglas City Council is looking for a Director of Environment & Regeneration to build on our service’s outstanding reputation. As a key member of the Chief Officers’ Management Team, whilst serving as a strong support to the Chief Executive, you will provide leadership, vision and strategic direction across all Council and Corporate initiatives, projects and services. SELECTION CRITERIA
ESSENTIAL / *DESIRABLE
Qualifications
i. An appropriate professional qualification or experience within the relevant disciplines (e.g., Waste Management, Parks, Fleet Operations, Regeneration etc). with extensive experience in a senior management role
ii. Educated to degree level or equivalent
iii. Evidence of Continuing Professional Development (CPD)
iv. A recognised post-graduate management or professional qualification is *desirable
Management Skills and Experience
i. Substantial senior level track record of strategy development, implementation, managing budgets, resourcing, motivating and developing teams, managing change and performance improvement. Ability to demonstrate leadership and efficient and effective management of multi-disciplinary teams including business case development and resource management.
ii. Ability to operate effectively within the local government democratic processes, with the political acumen and skills to develop productive working relationships with members, citizens and colleagues across the City Council, that command respect, trust and confidence.
iii. Proven success in shaping corporate objectives, policies and strategies as part of a senior management team.
iv. Able to understand strategic high profile ssues, understand and articulate linkages across the Council and other organisations and set clear goals for long-term development aligned with the Council’s aims. Able to lead, influence and implement strategic policies and decisions.
v. Significant senior management capacity to lead, manage and direct the successful delivery of large complex projects through others, supporting Council’s strategic aims.
vi. Ability to command respect, negotiate and influence at strategic professional and political levels to deliver complex high-profile initiatives.
vii. Collaborative team player within the Chief Officers’ Management Team, sharing accountability for the work and success of the directorate and the Council.
viii. Proven ability to actively support and align with the Chief Executive’s vision and strategic direction to drive organisational goals.
Negotiating Skills
i. Proven track record of working in and forging successful partnerships with internal and external organisations, government and other local authorities to successfully deliver commercial and cross sector projects aligned with corporate objectives.
ii. Extensive experience of working, influencing and engaging at a local political level.
iii. Substantial and strong senior level expertise in strategy development and implementation, managing budgets, resourcing, motivating and developing teams, change management and performance improvement to support negotiated outcomes.
Planning and Development Skills
i. Proven ability to establish a performance/service management culture through service planning, managing priorities, target setting, performance monitoring, service measures and key performance indicators.
ii. Evidence of strong programme/project governance understanding with skills to implement and manage robust project lifecycle management, from business case development, through to benefits delivery.
Financial Skills
i. Strong financial and commercial awareness, analytical skills and an excellent aptitude for developing innovative business cases and solutions as City Council evolves.
ii. Evidence of strategic operational budget and resource management, including evaluating competing priorities, adhering to financial limits, identifying and driving progressive commercial arrangements.
iii. Able to produce effective strategic and business plans, costed and supported by robust performance frameworks.
Motivational Skills
i. Proven experience of leading, inspiring and motivating diverse professional teams to achieve progressively higher service standards, improvements and cost reductions within challenging organisational circumstances.
ii. Strong and effective motivational leadership and vision at all staff levels with a positive approach to change that drives effective outcomes.
Communication Skills
i. Outstanding negotiation, interpersonal and communication skills to engage effectively with employees, managers, members, public and other stakeholders, commanding respect, trust and confidence.
ii. Proven ability to establish strong positive relationships across the organisation at all levels and externally, developing and maintaining personal and professional credibility.
