ASSISTANT HEAD OF PARKS (TECHNICAL)

Grade: PO, SCP 33 – 39 (£47,980 - £56,267)

Douglas City Council are seeking a dedicated and technically skilled individual to join its busy Parks Section. As the Assistant Head of Parks (Technical) you will provide an efficient and compliant service to ensure Parks Services are keeping to the professional standards expected. This is a unique opportunity to play a key role in shaping the technical and operational future of the City ‘s infrastructure, ensuring a safe, sustainable and accessible environment for residents and visitors.

Applicants should possess previous senior management experience, a minimum of City & Guilds Hortilculture Stage II, NVQ II or a National Certificate in Amenity Horticulture. Essential

  1. Previous senior management experience including responsibility for the management of a team
  2. Minimum: City & Guilds Horticulture Stage II, NVQ II or a National Certificate in Amenity Horticulture
  3. Extensive experience in horticulture and plant production
  4. Experience of statutory, regulatory, strategic and operational procedures for composting
  5. Good interpersonal and communication skills, with the ability to work within a Team
  6. Experience of managing budgets, resources and staff and leading a team with the ability to motivate and develop staff at all levels whilst working towards set targets and deadlines
  7. Ability to prepare documents and reports
  8. Ability to manage time effectively, prioritise workload and work to deadlines
  9. Experience of using IT to improve service delivery
  10. Self motivated, innovative and capable of working under pressure
  11. Full clean valid driving licence

Desirable

  1. Knowledge of the content of the Waste Management Licence, Collection and Disposal of Waste Regulations 2000, Risk and COSSH Assessments
  2. Experience/knowledge of PRINCE2 or other project management process
  3. Experience of local government
  4. An understanding of the operations and functions of a local authority
  5. Knowledge of the Council’s Standing Orders, Financial Regulations and the Isle of Man Government Procedures for Capital Projects (including requirements for Petitioning purposes)
  6. Political sensitivity
