About the Role
We are looking for a Regulatory Accounting and Compliance Manager to join our small and friendly team here at the Communications Commission.
Within this role, you will touch upon many of the functions of the Commission and going forward you will play a key role in furthering and shaping the regulation of the telecommunications sector.
Your primary objectives will include:
- Supporting the Chief Executive Officer and Chief Operating Officer in the delivery of the Commission’s statutory duties
- Leading in the development and execution of strategic plans, KPI’s and policies for regulatory accounting
- Developing the evolution of the accounting separation process and procedures
- Providing financial scrutiny, guidance, support and advice on regulatory accounting practices such as price controls, non-discrimination, transparency and accounting separation. This will include assessment and enforcement of compliance
Our ideal candidate will have excellent communication skills, the ability to engage positively with all of our stakeholders and outstanding project management skills.

About our Office
The Commission regulates the telecoms sector on an ex-ante basis through the imposition of remedies such as Price Controls, Non-Discrimination, Transparency, Accounting Separation, etc. It is expected that we will soon have specific ex-post competition powers on enactment of the Communications Bill 2018.
While ex-ante regulation in the Isle of Man is maturing there is still room for development in the regulatory space. The first Market Reviews were carried out on Island in 2011 and we have recently completed a second round of Market Reviews, and are now commencing implementing the Decisions and Remedies.
In addition, the Island’s Government has committed to supporting the roll out of Fibre-to-the-Premises as part of a National Broadband Plan (NBP) and it is expected that we will have a role to play in ensuring sustainable competition in the telecoms sector post the award of the NBP.
As part of our remit to foster sustainable competition in the Island's telecoms sector, we have been moving towards a more proactive approach towards compliance monitoring and enforcement, and your role will be central in leading in this space.
