Job Description

Rossendale Borough Council is seeking an enthusiastic and community-focused Education & Enforcement Officer to support the development of our waste and recycling services. This key role combines education, engagement and commercial awareness to promote environmental compliance, expand commercial waste services and contribute to the Borough’s sustainability objectives.

About the Role

You will support the delivery of the Council’s waste and commercial strategy, working visibly within communities and alongside operational crews. The role includes delivering educational presentations in schools and community settings, producing promotional materials, supporting service changes, and acting as a primary point of contact for waste enquiries.

You will also undertake site visits, complete waste needs assessments, prepare proposals for commercial customers, and help build strong relationships with residents and businesses. Working collaboratively with internal teams and external partners — including organisations such as Keep Britain Tidy — you will promote responsible waste management and coordinate local initiatives.

About You

You will be an effective communicator with experience (or a strong interest) in delivering presentations, developing education campaigns and engaging diverse audiences. Commercial awareness, strong organisational skills and confidence working independently are essential.

GCSEs (Grade C/4 or above) are required; an NVQ Level 3 in Waste and Recycling (or equivalent) is desirable. A full, clean driving licence and access to a vehicle are essential, as occasional evening and weekend work will be required.
