We’re recruiting for a Senior Product Manager here at Justice Digital, Data and Science, to be part of our warm and collaborative Data Platform Services team.
This role aligns against Senior Product Manager from the Government Digital and Data Framework
As a Senior Product Manager in the Data Platform Services team, you will be joining a multidisciplinary team of approximately 40 digital & data professionals that develop and support a suite of data-centric products.
These services support the MOJ’s data strategy and its ambition to become a truly data-led organisation by providing the critical infrastructure for 600+ data & analytical staff, enabling them to securely access, analyse, and explore data from across the department.
This is a specialised role for which previous experience of working in a data-centric role or with other data professionals is highly desired.
You will line manage Product Managers who are working on similar products and will be able to guide them and develop their potential based on your experience with data-centric products and services.

Key Responsibilities
- The SPM has deep knowledge of Product Management techniques and is developing expert skills. Is experienced in overseeing multiple products and has a proven track record of managing products through the different stages of the product life cycle (products taken to beta/live). Ensuring quality/value of the work of Product Managers and the rest of the delivery team.
- Works with data professionals (data analysts/engineers/scientists) across the department to develop and improve our products in support of the organisation's data strategy.
- Leading the assurance of scope, providing direction to meet user needs for multiple products & channels, aligned with strategy. Champions the user needs with senior stakeholders, influencing and challenging Policy in relation to changes within the Product/service, to enable user requirements to be met.
- Being an active and visible leader, ensuring the scope and direction of the development and continual improvement of several products aligns with strategies (e.g. Govt, business etc) in delivery, acting as the escalation point (when needed), taking action to resolve any issues that delay delivery.
- Being an active and visible leader, supporting the PMs and working with the Lead PM in defining product strategy for all of their products, actively influencing and challenging strategy & stakeholders to enable user needs to be met.
- Leading by example, actively promoting and engaging in self-development; coaching and mentoring their product people and investing in their development to ensure they reach their full potential.
- Collaborating & partnering within the PM community, wider delivery team & MoJ colleagues, bringing them into the product vision, leveraging existing relationships to best effect; presenting difficult decisions/scenarios for decisions. Interacts with x-Gov product activity.
- Defining user journeys (where relevant) and the direction of user research, translating relevant findings with the team and sharing insight with the Product community.
- Ensuring that all products meet policy intent, acting as an advocate for the digital transformation of services and influencing policy change, within and outside of MoJ. Know the political landscape so you can answer questions/know what is needed, explain constraints or challenge them.

Person Specification
Essential:
- Product management: You can set the strategy and vision for your products, collaborating with others create a prioritised roadmap for your products and use it to discuss product strategy at all levels plan prioritised work across multiple teams, minimising dependencies and risks support multiple teams in delivering quality outcomes in the right way coach and mentor others in product management.
- Working with data professionals: You understand the value of collaborating with data analysts, engineers and scientists to shape and improve products. You’ll be at practitioner level in this skill, with experience working cross-functionally to define data requirements, translating analytical insights into product decisions, and contributing to the development of products that align with and support organisational data strategy.
- Strategic ownership: You can ensure that the vision and strategy deliver the intended benefits and policy intent, and use evidence to challenge this when needed work with stakeholders to get agreement on the strategic approach, build trust and adapt based on feedback proactively review and iterate the strategy based on user and organisation insights.
- Applying user-centred insights: You can use user insights to represent users in internal discussions advocate for research to be completed with all types of users of the product or service use user needs to agree the work that needs to be done and determine priorities with the team work with others to understand and recommend tools to get the appropriate user insight.
- Managing product outcomes: You can lead product teams to create effective methods for measuring product outcomes advocate for data-driven decision making help others prioritise to make better choices use data to drive continuous improvement, increasing quality and user experience identify opportunities to share and connect product data.
- Stakeholder relationship management: You can work with the team to develop and maintain an understanding of stakeholders work with the team to develop and implement stakeholder communications strategies identify and resolve issues, influence stakeholders and manage relationships effectively build long-term strategic relationships and communicate clearly and regularly with stakeholders.

Salary Information**
Base salary for this role is from £58,511 to £65,329 (National) or £63,343 to £70,725 (London).
- New entrants to the Civil Service joining the MoJ are expected to start at the minimum of the pay band.
- Existing Civil Servants moving on a level transfer will retain their current base salary or move to the minimum of the pay band for the role, whichever is higher.
- Existing Civil Servants who are promoted will either move to the bottom of the new grade’s pay band or receive a 10% uplift, whichever provides the greater increase.
- Candidates may also be eligible for a non‑pensionable Government Digital & Data Allowance of up to £332 per year (London). This is a temporary allowance, reviewed annually and may be retained, amended, or withdrawn.

Stage 2 - Interviews:
Successful candidates who meet the required standard will then be invited to a panel interview held via Microsoft Teams. At interview stage, you will be assessed against the following Success Profile elements - Experience, Technical and the following Behaviours:

As part of your interview, you will be asked to deliver a presentation that assesses your technical capability. Further details will be provided if successful at sift.
Appointments are made strictly in merit order. In the event that two or more candidates receive identical interview scores, the Leadership behaviour will be applied as the primary lead criterion to determine the final merit order.
