The Role
We’re recruiting for 6 Senior Delivery Managers here at Justice Digital, Data and Science (JDDS) to be part of our warm and collaborative Office of the Public Guardian (OPG) Digital team and Prisons Digital Team.
The OPG is an executive agency, sponsored by the Ministry of Justice. It helps people in England and Wales to stay in control of decisions about their health and finance and make important decisions for others who cannot decide for themselves. You’ll be working across a number of multi-disciplinary teams that build and support services for the OPG, its partners and the general public.
OPG Digital is recognised for its trailblazing work having migrated from its legacy platforms to fully cloud-based systems. Our teams practise continuous delivery and test-driven development, with production deployments multiple times a day.
In Prisons Digital, we build and maintain digital products and tools that help to:
- protect the public
- provide decent and safe spaces in which to live and work
- reduce reoffending by rehabilitating the people in our care through education and employment
You will work collaboratively with multidisciplinary digital teams and with stakeholders across policy and operations, delivering digital services for prisons that meet user needs and business requirements. You will use the knowledge you gain of how users work and the policy they must comply with to develop and maintain services that speed up complex processes and help prisons to run more efficiently.
This role aligns against Product and Delivery, Senior Delivery Manager from the Government Digital and Data Framework.
The Senior Delivery Manager role sits within JDDS' delivery profession and is responsible for enabling the effective delivery of complex, high-risk digital services and products.
Senior Delivery Managers provide leadership and support to multiple delivery teams, manage risks and dependencies, and help teams maintain focus and momentum. You will be responsible for building team capability, promoting agile practices, and influencing senior stakeholders to create a culture of continuous improvement.
You’ll also be an active member of JDDS' delivery management community contributing through mentoring, coaching, and sharing expertise.

As a Senior Delivery Manager at JDDS, you will:

Person Specification
Essential
- Agile and Lean Practices – You have deep knowledge and experience of working with a range of Agile and Lean tools and techniques, with an ability to coach within and outside of the team. You are a recognised expert who advocates these approaches, continuously reflecting and challenging teams. You should be able to provide evidence of applying these practices in a digital environment.
- Planning – You have experience leading a continual planning process in a very complex environment. You identify dependencies in plans across services and coordinate delivery, managing relationships between different people within and across teams. You coach other teams as the central point of expertise and maintain the cadence of delivery.
- Maintaining Delivery Momentum – You have a proven track record of actively addressing the most complicated risks and identifying innovative ways to unblock issues, managing dependencies across teams, departments or government as a whole, as well as driving teams and setting the pace, and ensuring teams are working towards delivery commitments.
- Making the Process Work – Demonstrable ability to focus on the outcome, challenge and improve disproportionate organisational processes where it impacts the pace of the team. Able to identify what works best for the team and when to utilise certain processes. Understands that all steps in a process must add value. Able to influence and make positive changes to the organisation.
- Leadership – Promote diversity, inclusion and equality of opportunity, respecting difference and external experience. Salary Information**
Base salary for this role is from:
National: £58,511 - £65,329, London: £63,343 - £70,725
- New entrants to the Civil Service joining the MoJ are expected to start at the minimum of the pay band.
- Existing Civil Servants moving on a level transfer will retain their current base salary or move to the minimum of the pay band for the role, whichever is higher.
- Existing Civil Servants who are promoted will either move to the bottom of the new grade’s pay band or receive a 10% uplift, whichever provides the greater increase.
- Candidates may also be eligible for a non‑pensionable Government Digital & Data Allowance of up to £332 per year (London). This is a temporary allowance, reviewed annually and may be retained, amended, or withdrawn.
The final offer will reflect the skills and experience you demonstrate during the assessment process.

Stage 2 - Interviews:
Successful candidates who meet the required standard will then be invited to a panel interview held via Microsoft Teams. At interview stage, you will be assessed against the following Success Profile elements – Experience (see person specification above), and the following Behaviours:

As part of your interview, you will be asked to deliver a presentation that assesses Team Dynamics and Collaboration. Further details will be provided if successful prior to interview.
Appointments are made strictly in merit order. In the event that two or more candidates receive identical interview scores, the Delivering at Pace will be applied as the primary lead criterion to determine the final merit order.
